This is a cycle that happens roughly every 15-20 years, usually because people become convinced that a CS degree (or, nowadays, boot-camps and YouTube videos) are the easy road to riches.

The problem is that the need for software engineers keeps ratcheting upwards, and the number of actual qualified developers is insufficient to meet that need. Ask anyone who works in the field, and they’ll tell you how many bad developers there are out there.
